I have the service manual but I don't see where it explains the float level setting procedure. Can anyone please help me out with this?

Not very scientific. With the carburetor held upside down, the float should be parallel with the carb body. Bend the float arm to adjust, if necessary.

I personally like to have the unhinged end just slightly higher, when carb is upside down. This ensures that the needle fully seats when the float chamber fills. If slightly lower, the needle may not fully seat, and you could flood/leak.
