Flooding 1995 johnson

1995 j30eleob- My started went so I replaced it and now for some reason I can't get it to idle and its hard to engage the throttle because at low rpm it will flood itself. I checked the carb, float etc seems to be operating, I closed the valve on the primer thinking that may be the issue. I have no idea. I didn't adjust anything while replacing the starter so I can't figure it out, any suggestions? Any idea what someone would charge to get it tuned up?

Hello. There is no close position on the primer. when the handle is back by the coil it is in electric control. When you turn it forward it manually opens the primer which will flood the engine. If you turn it back and still have this problem try disconnecting the wire to the primer... maybe something got crossed when you were doing the starter. Good luck!
