Flooding Issue - 3hp Evinrude 1968

I just rebuilt my carb and things are running great - well almost. So, I'm patting myself on the back an then the motor slows down and seems to be running at 1/2 speed. So, I work on it for a while and figure out I have flooded the bottom cylinder. It is the bottom cylinder that is flooded out - and the fuel pump attaches at the top one. So, what I do - and I'm not sure how I figured this out, but I pulled the motor up a little to get the rpm to speed up with a little less resistance against the prop and the 2nd cylinder then kicks in and runs fine. The motor did this to me a couple times where the bottom cylinder would just stop firing and I was able to get it to come back by lifting the motor a little and letting the rpm come up a little - and it goes back on like a switch is turned on.

I'm not sure if I'm just flooding it out by mucking with the high and slow speed adjustments or if there is another issue going on? Fuel pump? Coil?

"Coil" was a good guess. Sounds like an ignition problem, one cylinder cutting in and out. Raising it out of the water is interesting. I would jump to the conclusion that means low compression, but I really don't think so.

I had a flooded cylinder that would kick in when the boat tilted to go over a wake, or turned suddenly. It was the change in fuel level in the bowl that seemed to do the trick. Check spark to explore the coil issue, but also consider that a piece of gunk might have suddenly dislodged and made its way to the float needle valve.

this is sort of related and the same motor - so I checked my compression cold and it was 67 top and 72 bottom, I ran the motor and checked again warmed up and it was the exact same. I did a decarb, and the numbers jumped to 69 and 74. I'm wondering for this motor what those numbers would have looked like when it was a new motor. Also, when I spray the deep creep seafoam into the throat the RPM actually is much faster if I spray it at WOT, probably several hundred faster. I think I've finally got the bugs worked out of this thing - knock on wood - but, anyone have any input on the compression numbers? I'm also curious about the higher speed running with the deep creep sprayed into the carb? It would be pretty sweet if I could get it to run that fast on gas, but does it do that because the sea foam is more explosive than gas?
