Fluctuating Motor rpms (Yamaha sws 225 1996)

within the pass week ive been getting motor fluctuations at 3200 rpms at the tachometer but not at the prop. when i give it a little bit more, the motor rpms start to fluctuate along with the tach as if the motor was out of gas. Also when im trolling around 1300 rpm it bounces periodically to 1500 or so.

anyone help me out wih this would be greatly appreciated
