flywheel question 2000 40hp merc

should the gear on the starter (bendix) be locked into the flywheel when motor is off? Most I've seen are only locked to start then fall below.

Any help would be great

No it shouldn't. It should drop down when the starter is not running. The shaft the bendix rides up and down on probably needs cleaned and lubed.
