flywheel shaving on 8hp

aquired this '84 8hp Johnson. Noticed metal shavings all over the motor (under the cowl)...after inspection noticed where someone had machined a 1/4"wX1/16"d groove all the way around between the teeth and rope slot (where you wrap the start rope if the recoil mech breaks). Considering the shavings on the powerhead, i can only assume that this groove was done while the motor was running, flywheel installed...in other words there wouldnt be shavings on the motor had the flywheel been removed before machining. anyway, ive heard of people shaving flywheels to reduce weight but is this something people normally do to small outboards? Also took the air box off and found shavings in there as well as in the carb throat (havent removed or disassembled carb yet)...but im sure its bad news if those shavings make it down into the cylinders. as of last week the compression was 120 psi in each cylinder. but i did run it the other day (before noticing the shavings) so i gues at any time a shard coul get sucked in and score. any thoughts about this whole deal? Oh and also not getting spark on the #2 which Im thinking is the powerpack (coils are good)...could this shave job ave affected the ignition?
