Foam residue Stuck to hull

Just started my first restoration this month, transom, stringers, and floor along with cosmetic work. The Boat is a 15.5 TEMPEST trihull. I have run into a snag with the floatation foam, I don not know if it was not mixed properly at the factory but against the hull in in quite a few areas there is a residue that it looks like it crystallized and very hard. I have tried different scrapers and a wire brush and no luck. Would a wire brush on a 4.5 inch angle work or would it be to aggressive on the hull? Any suggestions would be gladly appreciated and thank you in advance for your ideas

Skip the wire wheel and go straight to the 24 grit disc on the angle grinder, this is what you're going to have to use anyway when grinding your hull before glassing in stringers and bulkheads.

And don't forget to wear a good respirator so you will live to enjoy your boat.

Thanks for the reply's and yes I will be wearing all safety equipment when I am grinding,cutting, sanding and laying fiberglass. I indeed want to enjoy the boat for many years.
