fogging cylinders and turning motor by hand

One of the instructions for winterization of my Honda 4 stroke [BF75carbed] got me thinking. They say after spraying fogging oil into the cylinders to turn the motor over by hand to distribute the oil. I normally have just hit the starter for a second or two since the plugs are all out.
What has me wondering is whether using the starter pumps some fuel into the engine even with the fuel line disconnected? If the carbs are drained first will that eliminate that problem?

I winter fog my 20 Honda the same way, but only after I run the engine dry of fuel at idle speed (after disconnecting the fuel line at the engine, with the earmuffs on, of course). That way I know the fuel line is dry, the float bowl is dry, and the carbs are mostly dry. Then fog as you described. Use fresh fuel in the spring, and the engine should fire up without problems.

I have a 2008 50hp Honda. I do the same with the fuel. To get the last few drops out, I also open up the carburetor drain screws. For the the cylinders though, my owners manual says to use fresh motor oil not fogging oil: Remove the spark plugs, one tablespoon per cylinder, then crank the flywheel by hand, several times and then put the spark plugs back in. There is no mention of fogging oil.

If you crank the motor with the starter, you will blow the fogging oil out of the spark plug holes.
