1974 Johnson 84. Tri haul. How low should the bottom of the foot supposed to be below the bottom of the boat?

I believe the anti cavitation plate should be level with the bottom of the transom. But some with greater knowledge than me should be along any minute.

The back of my boat has a "step up". Would I put the motor at the bottom of the boat or the bottom of the step up

With the boat and motor level use a level or straight edge. Make the cavitation plate even with the transom directly in front of the motor.

Best to make a visual observation to confirm your height setting. When you are running in the lake, on plane-running at full trim, check out the water streaming from under the boat transom towards the lower unit of the engine. The anti-ventilation plate of the engine should be just above that water flow. If that plate is in the water, you will see a lot of unnecessary water spray. That results in poor performance, lack of speed and lousy fuel economy. Best to visually check it when actually running, instead of trying to figure it out with a yardstick in the back yard.

As Emds said above, the best test is a lake test and then adjust from there.

So, is the rooster tail from the prop piercing the surface of the water, or from the anti-ventilation plate running too far underwater that it's scooping water skward?
