I have a 1987 Force 125 1254X7A that I just recently bought. I also bought a Seloc manual from this site so I can do most of the work myself. Short story is I took the boat out for the first time after having the gas tank drained from sitting for 2 years with the previous owner. When I was first out on the water it would not go over a few miles an hour, and ater playing with the throttle for about 5 minutes it decided to come alive. Boat ran great for about 15 minutes then with partial or WOT it would bog down, give back a little power, bog back down, then a little more power. It would do this the rest of the time on the lake and I could not get over 15 mph. I assumed the boat was in need of a tune up.
I replaced the plugs, performed a compression test (all cylinders at 140), ethanol treatment, and lower unit service. Also took the float bowl off of the carbs and inspected. They were missing bowl gaskets so that explains the drip from the top carb. Anyways I did all of this and started the motor back up at the house and ran it. Started good but after running in nuetral for a minute the idle of the motor would bog down again and almost spudder out. Also, after putting it in to nuetral from 3/4 throttle it would die out. I think this is a fuel issue but am at a loss on where to got to next. The screen on the fuel pump is clean with no clogs and the inline has some small reddish particles in it, figure it is some varnish, but the inline filter is keeping them out of the fuel pump. Any help would be appreciated.

Check to see if the fuel bulb is soft when the engine shuts down. If it is, try to see if pumping it as the engine is running will keep it running. If this works, you need to replace the three check valves in the fuel pump housing.

If the bulb is hard, try cleaning out the orifices for the fuel recovery system. There is one on the front of the intake manifold and another on the side of the engine. Clean them out with gumout spray as, if they clog up, the fuel will build up in the lower cylinders causing the engine to run rough and quit.
