Force 40 hp - should the water be coming out of exaust?

Here is the deal, I am trying to figure out if my cooling system works on 40 hp force. Here is what I tried:
I removed the plug on the top of the motor and connected the hose to it. When I turend on the water the water started to come out of the exaust pipe! I also got 2 small drops of water out of the pissing holes, but nothing major. The question is should it come out of the exaust pipe????

From my experience the water shouldnt POUR out of this, it should spatter out of it though. The water should come out right above the prop.
