OK, so I just bought an 89 Maxum with a Force 50. I have ran some Sea Foam through it, and replaced the spark plugs. It runs much better out of the water with the muffs on it, doest sputter at all. In the water it just won't push it. You can hear and kinda feel it trying to open up and scream, but just wont. After I run it wide open for a few minutes and then bring it down, you can definitely smell gas. I don't know if this typical 2 stroke stuff or part of the problem. Any ideas would be much appreciated!

Have you tired a different hole on the transom mount? Sounds like an engine trim issue. Could also be the prop pitch is wrong for that particular boat. Is the engine original to the boat?

The motor is the original one for sure. It's actually a manual lift/lower motor (serious pain in the rear...), I'm guessing there's no way to adjust the trim?

i had a 86 50 hp on my 14 foot bayliner. when it was running good, i could get my boat up to 31-32 mph per gps.
check the compression, plugs, carb, fuel pump. i dont think timing is a issue, but that is something to check as well. my guess is the fuel pump and the carb needs cleaning. if the compression should be around 130-140.

I changed the plugs, and that seemed to help a little bit. I'm guessing you're right about the carbs and fuel pump though. It definitely seems to have a fuel issue. Almost feels like it might be flooding, but i have no idea how to tell.

First do a compression/spark test then if that checks do a fuel pump rebuild with new diaphram.
Replace all hoses even a new squeezie can be bad.Check for water in the gas.
Does the motor have the exhaust snout still on the lower?Post some pics.The snout missing will screw up performance.

Well, it turns out I'm a moron... The top cylinder wasnt even firing. It really didnt seem so bad that I would have been dragging half my motor, so I never even considered it! Now i really cant wait to get it firing right and see what kind of power it's actually supposed to have! Well, after that and a lower unit swap...

Well, maybe I'm not a moron after all...but I sure am confused! Bot cylinders ARE firing, but the top one is leaving unburt oil on the spark plug (which is what made me think it wasn't firing), it runs smooth when you run it one cylinder at a time, and it runs REALLY smooth with the cover off and both plugs hooked up. Both plugs and the cover on though, it sputters and smells like it's running very rich. Could this be a timing issue, or maybe a dirty carb? Im considering just drilling some holes in the cover in front of the carb at this point! CONFUSED!!!

My guess is that the fuel pump is leaking past the diaphram and into the cylinder by way of the vacuum hole. Remove pump and squeeze the fuel primer bulb and look for fuel on the backside of the pump. Any amount will indicate a ruptured diaphram.

If it runs good with the cover off.Then you have an exhaust leak someplace under the cowl.
Do a compression test and like I said before rebuild the fuel pump.

An exhaust leak would probably explain why it's so darn loud too. I think I'm on the right track, thanks for all the help guys!
