force 50 water in bottom cylinder and only running on 1 cylinder

have a 97 force 50 on a 28' pontoon boat. noticed there was milky moisture on the lower cylinder. pulled the head and cylinder has alot of moisture in. put new head gasket on and torqued to spec. still same problem. getting milky moisture on lower plug. the boat is new to me. also noticed the boat is only running on the top cylinder. compression is over 135 in both cylinders. what would be next? a leak down test? will that show me where water is comming in? any common problems to look for

I have a 97 force 50 that had the same problem. mine was a crack in the exh area where one of the mounting bolts was to long cracking the housing. Replacing the exh cover gaskets my fix your problem but look for a crack.
