force 90 only running 3200rpm help

Just had carbs rebuilt and new water pump put in $560. Took it to the lake and it would only pull 3200rpm took it back because it used to pull 5200rpm they called me today to tell me it was a bad fly wheel and stato? The motor ran smooth at 3200 but i could not get any more out of it the fast idle did not work and i thought it was something to do with the linkage or carbs am i being taken ..i went and picked the boat up today and one of the magnets were off of the fly wheel.would the boat have even ran like this they are telling me this is the issue . I think they broke it removing it''how could this effect the trotle ..and the fast idle lever...now they want 760. More please help

Well they certainly think its an igniton problem took the flywheel off and broke it ..those magnets dont just jump out and it would not run with a magnetised lump of steel loose inside. Common sense would say its the carbs that are the problem as they have just been re built...idle problem and low max rpm...Looking at the spark plugs might tell you witch carb ... I would take it away and get the guys on here to help you re build it ..checking the linkages between the two carbs is the first place to start ...checking they both open together and fullly ..no dismanteling just your eyes and brain...get a manual for a start ,,lots on e bay on disc or paper......get a second hand flywheel for a start ....is this motor even worth $760 second hand ?? Of course its worth a lot more to you so perhaps its time to get to know it .....some photos would help ..no hosting use the attachment feature in Advanced.
