Force 90 won't go in reverse or neutral

I need a little help troubleshooting a mid 90's Force 90HP outboard. The motor is on a 21' pontoon boat, which had been sitting under a garage for the last two or three years. I cranked the motor last week, and pulled the foot to check the impeller. I finally put it in the water this weekend, and the motor would not go into reverse and did not seem to be going into neutral. It runs in forward fine, but nothing else. In fact, when you pull the throttle back to the position that would normally reverse, the motor stays in forward gear and runs the same as if the throttle was in the front position. In basic terms, push the throttle forward, the boat goes forward. Pull the throttle all the way back, the motor still runs in forward. Now, the shaft that extends from under the cowl (that's linked to the shifter on the console) is rotating correctly, but apparently isn't shifting in the foot. I guess its possible that something was not done right when I removed and remounted the foot, but removing the foot is a very straightforward procedure. Also, I am not the original owner of the boat, so I cannot say 100% it wass functioning correctly when I bought the boat.

Any ideas?

If the motor is in forward all the time, you have a very dangerous situation, as the motor sounds like it is starting in gear.

First, you need to remove the lower unit, place the controls in forward, place the lower unit in forward, install lower unit. Give it a try.

This should fix the problem, sounds like the splines on the shift shaft were not aligned when gearcase was installed.
