Depends upon the year! If it is earlier Force--nor Mercury lower unit, then the rod screws back in. It is much easier to drain the lower unit and remove the water pump mount plate. Then you can look down into the lower unit and see where to screw it in. Othewise you need to feel around and hope that the square block it screws into is in the correct position.

i got it to go in but it just spins???

That's because it is a Mercury lower unit. That one has a cam inside it and quite frankly, I don't remember how the rod goes in. If the bottom is splined, then you need to feel around for the splines in the cam as you push down. Perhaps someone who has rebuilt one recently will chime in.
