Force Outboard questions on Tilt/Trim and Starter

I have a 1993 90hp Force. The trim will only go up but not down, I think it is a relay. but have not down the diagnostics yet. Are there 2 relays next one for up and another for down? Any other thoughts on what I should check? The fluid is full. The other issue I am having is with the starter, it acts as if the battery is dead and barely spins. The starter gets hot and the positive cable off the battery is very warm as well. I think the starter is shot, is there anything else I am overlooking that it could be? Thanks for your help

swap blue with green motor wires inside engine (relay outputs). if tilt will go down but not up then it is relays. If you swap wires and system still goes up but not down then it is in pump. if pump then the million dollar questions is whether you have mercury pump (all four oil lines attach to bottom) or a prestolite pump (one bottom & three side).

Your starter is shot. It seems we should put a sticky at the top of this forum that reads:

"If your batteries are charged and the starter acts as if the batteries are not charged then your starter has lost an internal brush and has half the cranking power it once had. Replace starter"

These starters are known for this problem.

Don't buy new starter at any stores, some places wanted over 200 dollars. Got new 1 for 82.95 on line with minimum shipping, also only took 2 days to get
