Ford 2.3 OMC cobra valve stuck open

So I just bought a 1990 bayliner Capri with a ford 2.3 OMC cobra. The guy I bought it off of started it up briefly and told my its not running right. So I bring it home and do some compression test and find three of the cylinders have great compression but the # 2 cylinder had zero compression. So I pulled the valve cover and found that the rocker had fallen off the valve and the valve was stuck down. I tried to just tap it but that didn't pop it up. Is there an easy way to get it to pop or do I need to pull off the head to work it?

If the valve is stuck down with the spring trying to push it up then I think the head may need to come off. Something is causing it to bind. Maybe rust, warped head. Does the valve beside it work ok? Which valve is it. Intake or exhaust?

Yes the spring is compressed. It's an intake valve.

Try remove the valve spring and then grip the valve carefully to try pull it up. Bring the piston to top dead center firsts, this way it can't drop inside the cylinder by accident. You may get lucky with some lube and pulling. I doubt it but it may be worth a try. Might just be done rust that you can work off the stem. Let us know

Turns out the head was cracked and thats why the valve was stuck.
