Ford 4500 Tractor Stumbles on Acceleration

I have a 67' gas, with the Holley carb.

When we were bringing it back to life, we pulled the carb and it was a mess of gunk inside. Cleaned up all right but the accelerator pump was stuck and finally removed, but the cylinder has some rough spots on the walls and the seals were "ok", but the pump is not even part of the rebuild kit.

Anyway, the beast starts and runs like a champ - except for accelertion, where it just stumbles and bogs, until it reaches RPM, then it is fine.

The foot accelerator pedal is not hooked up, but even nursing the dash lever, makes it stumble, until it gets to speed.

Would an accelerator pump problem cause this, or should we be looking at time, govenor, or something else?
