Found 3rd hole in lower unit

I have a 1972 70 hp Chrysler outboard, I just finished redoing the boat and tuning the motor. I have had it on the lake 2-3 times last fall. When I went to get it ready for the lake this summer I noticed a 3rd hole under the top oil drain hole in the lower unit and some LU oil was seeping out. I have never seen this on an outboard before. I can't tell if it is a machined hole or not but I drained the LU oil and it appears I did have some water leak into the lower unit. Is this hole supposed to be there? What is the best direction to go in fixing this problem. The hole is approx 1/8" in diameter 1.5 inches below the top drain hole. Any help would be appreciated.

not going to be very helpful, but I think this has come up in prior discussions -- think the hole is a feature. When you refilled the lower unit from the fill hole on the bottom of the lower unit, I suspect you did not have oil being lost out of the little hole. Did oil run out of the small hole, for example, before it ran out of the higher vent hole?

Well, I plugged the hole before I refilled the lower unit with oil, because all of my LU oil was seeping out. There was no bolt or plug in the hole, before though. I was wondering if there used to be a screw there and it was either missing or had vibrated out.
