Frozen bolt lower shift rod

Am trying to change the water pump. Trying to remove the bolts holding the lower shift rod. They’re completely frozen. Lots of salt in this motor. I can’t get a torch up there to heat the bolt. I’ve been trying to treat it with chemicals. But no luck. Any recommendations?

1969 Johnson 9.5 HP long shaft.

Cut the brass connecter.-----Find a used one when ready to re-assemble.----And you can't get a torch up where ?----The connecter is at the joint between the lower unit and exhaust housing !------Are both sets of 4 bolts out on the 5" extension "

Your statement of "Up There" leads me to believe that the shifter dog is not in the proper position that would allow the lower unit to drop a bit further... or something at the powerhead area is keeping the brass shift connector from dropping to its normal removable position.

You should be able to get a straight shot, so to speak, with a 3/8" socket and extension to break one of those small bolts free.

This may have the LONG brass connecter.----But only one of the bolts needs to be taken out.
