fuel breather on starcraft 1700

I have a 94 starcraft 1700, and I recently just got the engine running, turns out there was water in the gas. <br /><br />After pondering how this happened I noticed a hose with an L shaped metal adapter on it, under the rear seat, which was filled with rain water since the boat was not covered. Also there is a hole drilled about 2" below the gas cap on the side of the boat. So I assume this hose goes in this hole since there is a nut on the adapter, and the hole is perfect size. My question is, am I correct about the above, and shouldn't this have a cap on it or some sort of cover so water doesn't get in? All there is now is the L shaped adapter and a screen at the end of it.<br /><br />Thanks
