Fuel cells and bilge relationship

THe belly of my 84' sport craft has 2 cells under the seat in the stern. One is the fuel cell and the other is the bilge which is located in the back... Standard. My question however refers to the relationship between the fuel cell and the bilge. The fuel cell has two pvc pipes that run from the bow to stern, the cell is cut off from each of these however the wall/ plywood between the fuel cell and bilge are not water tight. The pipes that bring water from the bow to bilge are not water tight between the plywood near the stern (between the bilge and fuel cell) allowing water to flow freely from bilge into the fuel cell. In my opinion this should not be happening and I was thinking of just plugging this up with marine tex to seal the fuel cell off from the openings to the bilge. Is this correct? The sport craft design is so poor in my opinion and I don't think this is right. I hope someone can figure out what the hell I'm talking about. Any advice??

Nope,... Not to Me anyways,...

Just as Every other compartment aboard, the area around the fuel tank should be Well Drained to the pumpable bilge...;)
