I have a 71 115hp Merc outboard. When at high speed and in rough water the engine cuts out. I observed fuel coming out of the jet bowl vent on the top carborator only.

Hi, Skier.

Sounds as though the float needle is not seating properly on that top carb.

Time for carb overhaul.

Good luck. :)

What JB said... Try gently thumping the carb's bowl with the handle of a screwdriver, while someone gently squeezes the primer. Make sure the motor is level.
Sometimes, this is enough to un-stick a sticking float needle, and save yourself a carb rebuild. Sometimes not. Also, it could be the float has sunk, or it's tab broke-off, or bent out of adjustment -- in which case, it's time to dig-in.
