Fuel drips out when motor tilted

I have a 1985 115 hp Merc, After I've been running the motor fuel drips out when I tilt it all the way up. I think this is from the carb bowls, is this normal?

That is normal.... That is why it has a catch basin unber the carbs.

This is why I run the carbs dry after disconnecting the fuel line when done for the day. Hate to see gasoline pour into the Bay, pretty assinine design.
