Does it matter if filter is before or after primer bulb as long as bulb points upward?

I have one filter before the bulb on on one boat and one after the bulb on the other boat; I don't see any diffrence in performance between the two. I personally like the filter after the bulb since it is easier to refill after I change the canister. These are fuel water separater filters.

Before the filter. The cut rubber eventually frays and rots and heads on down the line towards the carbs. The fewer breaks you have in lines between the filter and the carbs the better. On the performance side though a restriction is, for the most part, a restriction. Your fuel pump can overcome it either way.

don't must engine have a filter under the cowl at the power head? so wouldn't it make sence to be between bulb and tank as I don't want any carp getting to the bulb as it might get trapped in the check valves.

The filter he would have near the primer would be a fuel/water separating fuel filter.
