Fuel Filter,,is it suppose to be full or half or less?

My inline fuel filter that is locate between my fuel pump and carbs is clear ,,when my engine is running it goes down to half or less and stays there,,,when I throttle up it goes way down to what looks like nothing and then fills about half way,,,is this normal for a 1986 75hp merc?

Depending on the manufacturer and the type they may be any where from 1/4 to 3/4 full and thats normal.
