I went to change my fuel filter today and when I opened it up. . I found this. Is this some type of fuel filter that I haven't seen or heard about yet?

That is the old style, which work for many years. You can clean them or replace.
What year, type, size or serial number is your engine?

Just by the photos, it's an inline engine, probably a 3 litre, around the mid 90s...

Will do. Now my next question is what rubber gasket to use. The YouTube video shows to use the one small and one large rubber gasket but the one that came out was all in one piece.

You should use the gasket on the right for the filter

Just an FTI, those are called "sintered bronze" and are still used in some applications. Please excuse my speeling and faulty old memory.
