Fuel Flow Issues

Outboard stalls when put into gear. Disconnected fuel line from tank and connected to sepearte tank and problem went away which indicates a fuel flow problem. Any ideas on what could be the problem at the fuel tank?

Tank not venting properly, blockage somewhere in the pickup on the tank.

Sure would be nice if you told us what motor and year and some history. This is shooting in the dark. Dangerous for everyone. Anyway here is my shot. The tanks, were they at the same elevation? or was one on the floor and the other on a bench perhaps? Best of luck. Rick.
