I would say closer to the tank because you would need to create less vacuum to prime it than if you placed it near the engine. That however wouldn't be a performance issue, it would just take less pumps to prime it. Then again, I don't know anything about outboards. However, I've heard the length is really important and it should be the least amount of hose necessary.
