Fuel line ID and electric choke operation question

Hello,

I got a 1970's ( I think a 75 or 76 ) Mariner 60hp 2 stroke.

I need a new bulb and fuel line. I measured the inner diameter of a random cut of the line and come up with roughly 3/16. However at the end where it runs into a connector the inner diameter is stretched to about 1/4.

Anyone know what diameter line these are supposed to have? The connectors look like it would be 1/4 but like I said the line is 3/16.

Also while Im here. How does the electric choke work on these? When I hit the toggle switch I hear a click in the motor but the toggle switch is sprung to return into position when I let go. Do I hold the toggle switch to keep the actuator engaged while trying to start it then let go when it fires? Have the electric and manual choke so Im a bit confused..
