fuel problem with 90 johnson year 1997

idles good but put it in gear and no power.
cleaned gas tanks.
new fuel filter and fuel pump

My guess the carbs? can i clean them without taken them out..Gary

Check compression and spark. Spark should jump a 7/16 " open air gap on tester.

Kodiak is this boat new to you , been sitting awhile was tank ,filter and fuel pump bad check linkages carb butterflies spark compression if you know these to be good then probably remove carbs and clean properly and or carb kits
