fuel problems

I have a 1978 Chris Craft 251 Catalina express cruiser with a new 350cid engine. I have owned the boat for 14 years and have never had this problem before (that I can remember).<br />The engine has a new fuel pump, Racor fuel seperator and all new fuel lines, except for the steel line from the tank to the Racor. The fuel tank holds 50 gallons and when the fuel level gets to about 12 gallons, the engine wont get any fuel. I removed the pick-up tube assembly and cleaned the check valve and did a pressure test on the pump, etc,. If I suck on the fuel line I get a gurgling sound from the tank, like it is getting air in the line. I removed the copper pick-up tube from the fitting and it holds vacuum when I suck on it. What I would realy like to know is what is the tiny metering like jet that screws into and holds the pick-up tube to the fitting that screws into the top of the fuel tank. I am going there today to add more fuel in hopes that that solves my problem, but why cant I use that last 12 gallons of fuel?
