Fuel Pump 20-amp fuse blowing

My port engine voltage reads about 8 volts when the key is selected to the on position. The engine self-check beeps do not sound. The engine does not turn over when the key is turned to start. Even pressing the battery parallel button, still doesn’t get the engine to turn or sound the self-check. The voltage at the battery is at 13.2 with the charger.

I checked all the engine fuses and found the 20-amp fuel pump fuse blown. As soon as I put in a new fuse, the fuse blew immediately. I disconnected the two sets of wires to the high and low fuel pump and put in another 20-amp fuse. Again, the fuse blew immediately. The voltage at the fuse is 13.2 volts.

The engine was previously operating properly except for a small water pump leak. The leak put salt crystals around the engine and compartment. The water pump was replaced and the area was cleaned with fresh water. I am thinking the water raise got into something to cause this short.

Does anyone know where I can get an engine wiring diagram or have any troubleshooting suggestions?

Thank you All Dodge for the drawing. Since I getting a direct short, I am going to check the fuel pump connectors.

Guys,

I read the Fuse diagram wrong and F5 (ECM) (20 amp) fuse is blowing not the Fuel. I have 13.5 volts on one side of the fuse and .9 ohms on the other side of the F5 fuse socket. Once I disconnect the ECM from the harness, the F5 socket now has an open where there was a short.

Does anyone know where I can get the ECM repaired or replaced reasonably?

Assuming "ohms" in your statement should be "volts", you have a bad connection on the fuse. A fuse is same as a wire, there should be no voltage drop. So its a bad connection or bad fuse

Another note:

Not saying your not correct, but I have not seen a 20 amp fuse on an ECM. There would be fuses for
Ignition - powers ECM, and everything else on the motor including gauges
Fuel pum - For fuel pump
Trim pump
Main breaker engine
Main harness - 40 amp which feeds ignition and fuel pump

All Dodge,

I am sorry I was not clear. I removed the F5 ECM fuse and took measurements. I have proper voltage on one side of the fuse 13.2 volts. The other side that feeds the ECM is a direct short to ground. This the reason why the fuse is immediately blowing. Once I disconnect the harness from the ECM I have an open at the fuse.

To me, this means my ECM is bad. I am now looking for possible solutions to repair or replace the ECM.

All Dodge,

I noticed on OBD Diagnostics website that they do not service ECM 2006 and newer. I have a 2009 ECM, should I still contact Bob?
