Fuel Pump cause Fouling?

Just a questions concerning my fathers late 80's/Early 90's Yamaha 150 engines. We have twin engines on the boat and the one engine runs great when we troll around 800-1000 rpms in Lake Ontario. When we wanna give that engine a break and run the other one it will go for about 2 mins then stall so obviously I think those carbs just need a little tuning but my father talked to a mechanic and he said the fuel pumps are probably going bad. Is that a possibility for it to cause fouling? The plugs are a little on the wet side but even the good engine are not the the golden brown they are suppose to be. Let me know what you guys think about the pump theory. Also, do you think a little hotter plug would help me out to get them to the color they should be?
