Fuel Pump / Filter

1994 Mariner 40 HP 4Cyl. Ser# OD295873

Been fighting carb problems.

When the primer bulb is sqeezed and firm, should the fuel filter be totally full of gas??

Mine has about a Half inch of air at the top of the filter, is this normal?
