Please let me know if this is what the dreaded fuel pump whine sounds like. My mechanic wants to change it out with a long block and I know that's not the most economical option. Any help would be most appreciated!

It sounds like your low pressure pump is kaput. The good news is you can replace them. Check the pressure at the schrader valve. It should be about 10psi +/-
its low on the pump assembly (where the fuel filter mounts). If the pressure is fine but still dies at RPM check your non return valve on the fuel tank. Its the nipple the hose is connected to, remove it and check for proper check ball function and no debris. The whine you are hearing is most likely the high pressure pump because it doesn't like drawing fuel, it likes to be fed fuel.
