I traced the problem to the fuel restriction vacuum switch. <br />Even at rest with the hose removed the switch is closed. I'm guessing this should be a normally open switch... However I removed the switch and it was filled with gasoline...what caused that? I drained the switch, re-installed it and it works fine now..until it fills up again...any ideas?
