fuel sensor or guage?

Fuel gauge on boat dash all of sudden pegged past full and top of 45 gallon tank has moeller fuel conversion capsule. Not sure how fuel capsule works? Not sure how to test if fuel gauge is culprit or Moeller fuel conversion capsule is the perp?

Most fuel gauges peg left (empty) when the positive lead is disconnected at the sender...conversely, they peg right (past full) when the sender lead is grounded.

This should work to check your gauge.
