Funky yellow foam stuff on my landscaping...WTF is this??

I mulched a 10X10 spot in my front yard where there is landscaping. I have a small Japanese maple there with some shrubs. Well every morning I find this nasty yellow foam crap. Looks like yellow spray insulation. What the hell is this gunk? There are piles of it all over. I thought it was a raccoon pukin all over my mulch. Any thoughts?

I had a fungus like that growing out of the rotten transom on a project boat I have. Maybe?
