Since when does the U.S. Environmental Protection Agency certify 4-stroke 4HP outboard motors, that really have 2.5HP motor and use 2-stroke motor oil premixed with gas for lubrication.

Maybe it has a blower or a turbo to put it up to 4hp?

That still doesn't explain the 2 stroke mixed with the gas for lube.

I noticed that all the adds were the same other than whether it was a four stroke or two stroke

My former neighbor imports street legal ATV's from the Chinese. He used to sell the major brands, now people just want cheap.

He got some complaints that the certification papers concerning safety and emissions test for Europe, were not in order from some clients who had problems when registering them here.

He wrote a E-Mail to the Chinese supplier, who responded and said to send the a copy of the papers for a major Japanese brand, and they would just counterfeit the documents for their ATV's they would deliver to him in the future, and supply him with new papers for the previously sold units.
