I bought a 15hp Gamefisher and it will not start. I am able to turn the flywheel by hand but when I pull the cord is just pulls and recoils but does not turn the flywheel. The cord is not siezed ans moves freely. The pinion appears to be smooth and it has some bearings in the pulley so how does it catch to move the flywheel?
