I am working on a Javelin 389 and I have removed the gas tank and found that a green wire (that looks to be a ground) coming from my fill cap is loose on the other end. does the fill spout need to be grounded and if so do I ground it on one of the bolts holding my sending unit on. Thanks

It is more likely a 'bonding wire' where the components of the fuel system are electrically bonded together to avoid static discharge.

Google "marine fuel system bonding"

It needs to ground to something that eventually gets grounded to the engine.

Bug, do not use the sending unit ground as a bonding ground. Make sure the gas filler is bonded to the tank to the battery ground and that the engine ground is also connected.
