gas gauge

i checked the voltage at the fuel gauge on one side i get 12 volts and the other side i get 7.8 volt and the guage reads empty the neddle is below the empty mark. i am not sure if it is the gauge or the sending unit. i am thinking it is the gauge.

Describe the symptoms in more detail please. Does the needle sway with the sway of the boat? Does it read empty all the time? <br /><br />The sender should have two wires, a ground and a sender wire. Make sure the ground wire is making good contact. Ground out the sender wire - the guage should go to full, if it does, you have a faulty sender. If it doesn't, you have a faulty gauge or sender wire.<br /><br />Aldo

The needle does not move at all it stays empty. If I disconnect the ground wire and touch the hot wire in the center of the sending unit will it make the gauge go to full?

You should not be connecting the hot wire (12vdc) to any terminal on the gauge other than the I (ignition) terminal and positive terminal for the light. Otherwise you greatly risk destroying your sender and/or your gauge. On new gauges a warning label is attached to the S (sensor) terminal to warn about this. If connecting the S terminal to ground did not cause your gauge's indicator to go above full then your gauge is defective.
