Gas in the oilpan

Where do I start? I have a 98 volvo penta 4.3gl and there is gas in the oilpan. It has an electronic fuel pump. Do I start with the intake manifold or carbuerator?

The only thing that gets gas to it with an electric fuel pump is the carb. The carb is mounted on the manifold.

sounds like the needle valve in the carb is bad or the float is stuck or both

Thanks for the replies. I had the carb rebuilt and the tech said that it looked like the fuel pump might be bad because there was debris inside. My boat started right up with the bad carb, but today it would not start when I put it back on. I'm buying a fuel pump and trying to find out if the Sierra 18-7623 is the same as an Airtex E8263.
