Gas tank access?

For years I have tried to gain access to my gas tank on my 1990 Ranger 690 Fisherman. It appears to be hinged but by no means of tugging or pulling can I get it open.

Though I doubt it matters much but the gas tank is located right in front of what the console appears to be hiding in the linked photo...Who knows...maybe it will rattle the correct persons memory...
