gas vent

I have a 1990 sport craft,202WAC, it has a gas vent on port side towards stern, "Attawood" is it supposed to be open when engine is running or close

The vent should be open at all times to allow for the fuel to be fed to the engine while underway and to allow for the fuel to expand due to heat while not in use.
