Gasket for thermostat housing?

I looked at the rebuild kit for mercruiser 4.3 v6 and in both kits could not find a thermostat to block. I was almost 100% sure that there should be one, but then I thought that this gasket could be rtv sealant one. So, obvious question is, do I need a gasket or is it RTV gasket maker one? Thx.

Gasket and it needs to be one for marine. The marine has rivets in it to ground out the housing because there are sensors that don't work if not grounded out by the housing.

You need a paper gasket and no RTV
