Gasket sealing fuel tank

I have a 28gallon Tempo above deck fuel tank. I am replacing the tank gasket on the level indicator/outlet because I fear water is entering the tank through this area.

The replacement gasket has no instructions with it. Should I use a gasket sealer with the new gasket? If so what type? Note I saw no signs of gasket sealer on the removed gasket.

I've tried sealer on those gaskets and when you tighten the screws the gasket wants to push out. The best way to do it is, clean all surfaces and put it together dry. You may want to to put a small amount of Gasoila sealer on the screw threads tho'.
