1963 28hp Johnson Super Sea Horse is leaking where the housing bolts together just below the top lube hole. What is the best way to make a gasket for it?

I'm not sure where you mean by your discription. Do you mean the torpedo split line, which is in line with the propeller shaft? The fasteners on that line are screws (slot or phillips). Or do you mean the one just below where the transom clamp attaches to the exahaust tube? The fasteners there are hex head bolts.

It's the one right below the exhaust. I think all the bolts going in from the bottom, but the back rear bolt is going in from the top.

In that case, there is no gasket that supposed to go there.
By your first description of the problem, I'd like you to make sure you have the right lube location. The very large slot screw marked 'Oil Level' is the top lube hole, and the other is marked 'Oil Drain'. It is down by the front of the torpedo. You fill the gearcase with the engine in the upright position, and you fill from the bottom (drain) hole until oil comes out the top.
If you just see oil coming out around that seam, you may be looking at unburnt 2cycle oil. It's normal see this here, since that seam seals the exhaust.
If your certain that it's LU oil coming out there, then you either have a leaking driveshaft seal, or a leaking shift shaft seal. Either way, your looking at a complete lower unit reseal, and you'll need a service manual and a LU seal kit.
Hope this helps!
